The Federal Gas Tax

Recently, Hillary Clinton proposed that the current federal tax on gasoline be paid by oil companies, rather than by consumers at the pump. But, is the federal tax even needed to fund the maintenance of transportation infrastructure? I maintain (sorry for the pun) that the federal gas tax is not needed to maintain transportation infrastructure.
