Why Most Development in the Third World is Not Priority Driven

The factors that have contributed to poor priorities are varied. There is the elite attitude and systems inherited from colonial period, a multiple of self-interest groups and an economic system that is still largely centralized, a population that is not aware of its rights, people who are not aware of a possibility of a better life, presence of a relatively large semi-alliterate population, and a population that is politically apathetic.

Third World Countries Should Spend Much on Development and Less on Salary

It beats logic that salaries for senior civil servants in some of the third world countries are at bar or above those of the same job groups in the developed world. Many economists concur that for third world countries to join the league of developed nations, it has to spend less on salaries and spend more on investment and development. Through salary increment can be used to help the low income earners in society during inflation and economic recession, it will always serve as a short term measure.
